I recently became a volunteer because I really do believe that among the current crop of presidential aspirants, you are the Filipinos' best hope for change. I also pledge to voice out whatever anomaly or wrong doing which I have knowledge of. It's because of such reason that I am sending this bit of information to you.

I would like to inform you about the activities of a certain Fr. Francisco G. Silva, a known GMA supporter who proudly claims he helped deliver to the CEBU team of GMA her 1M votes last presidential elections. Because of his efforts that led to GMA's 2004 presidential victory he is rewarded with a created government position, that of being a PRESIDENTIAL ADVISER ON RURAL ELECTRIFICATION (PARE). His foremost duty is to "oversee the activities of the National Electrification Administration (an agency under the DOE whose mandate is to take charge in promulgating Philippine rural electrification) and all Philippine Rural Electric Cooperatives (ECs) under its jurisdiction". As such, his position is just a political appointment and thus have no monetary allocation or budget. But what he is really doing is to prop up projects that benefits him and his chosen friends. Among the first activities he did was to create a Training Center in his native Cebu using NEA funds. This training center became profitable because in his capacity as acting NEA administrator then and subsequently as PARE he has directed the NEA to conduct all its training activities for would-be and current General Managers, Officials and employees of ECs in that Cebu Training Center, no questions asked. Therefore, he is able to charge whatever amount he wants for such activites and the ECs have no choice but to comply by sending their people there to train. This has been the practice in NEA for the last five years, and Silva's Training Center has became so successful that he was able to pay back the amount which the NEA had released for the construction of said Training center within two years. And as of today, this practice still continues. His powers as PARE, is being abused because ECs are blindly following orders by sending their personnel there in Cebu every now and then to "train".

Also, the NEA has been continually giving him remuneration for his alleged services as "consultant". He has been given three (3) celfone plan subscription each worth 5k per month, has all his trips from Manila-Cebu (and vice-versa) reimbursed by the NEA, has been issued an official NEA vehicle with deisgnated driver and has been paid a monthly stipend for his "consultant" services. Also, he was able to bring in close friends such as Fr. Jovic Lobrigo (a parish priest from Cebu), Joseph Khonghun (a politician from Zambales), and Edicio dela Torre (another alleged priest) to serve as Members of the Board of Admnistrators (Khongun and Lobrigo) and as consultant (dela Torre). Nowhere in his appointment does it say that he and/or his friends  is able to enter into consultation services with the NEA and/or the ECs.

Lately, he has been bragging that he was able to send emmissaries to the top five Presidential aspirants in this year's election, and that includes NOY AQUINO. He said that no matter who wins the Presidency, he would stay on with NEA "in order to preserve the culture" which he spawned because of the influence of his chosen emissaries have over the candidates.

I advice you sir to be wary of this person. If he did send an wmissary or has someone in your inner circle pushing for his interest then I plead to you to not listen to this person, Francisco G. Silva. He has done and gained more than enough for himself in his 8 year tenure with the NEA (2 years as administrator and 6 years as PARE). His kind will just be a liability to your Presidency if ever you allow him to stay on as Presidential adviser or join your administration.   

Please do consider this matter as serious, persons like Francisco Silva does not deserve a place in your administration.

I don't get it, four Presidentiables (Gibo, Villar, Estrada and now Noynoy) are all endorsing Gov Ynares? And the funny thing is, Gov Ynares are accepting them ALL? Now that's what I call a chameleon scheme. C'mon people. Wake up! Isn't this a desperate move to just cling on to whoever he thinks would add number to his vote? Where is honor and principle here? And to Noynoy particularly, I thought we want something new and we should stop those who are in political dynasty already? The Ynares Dynasty has been governing Rizal for what, 18years?? Don't you think it's time we give others a chance?? PEDRO CUERPO has been campaigning for Noynoy Aquino ever since.. Too sad all his team's efforts were not given credit while Ynares has been endorsing who he's face to face with, may it be GIBO, VILLAR, ESTRADA and now NOYNOY? Ano to? Smorgasbord? As we all say, MAIBA NAMAN TAYO! Let's give others a chance to prove that they could lead a good governance too.. Nakakalungkot isipin na parang gamitan na lang ang nangyayari, kakapit sa kung sinong malakas, tuluyan na bang nawalan ng prinsipyo ang mga Pilipino? I thought we want a good governance.. Now I have no idea what they mean by good governance with this kind of endorsements going on. Nakakahiya na ang mga ginagawang paraan manalo lamang sa darating na eleksyon.

To Noy, please know your REAL SUPPORTERS. Huwag basta endorso ng endorso.
